Genuine questions for Teachers

As salaamu `alaykum wa rahmatullahi wa barakaatuh, dear Teachers and school Admins.
I have some genuine questions for you all:

What is the least qualification needed or checked when one is seeking to teach English?

What is the important thing you look for in teachers who wants to teach English in your school?

If a person does speak English fluently and holds a Diploma in English, will this person earn a teacher's job here in Oman - al Buraimi?

There are many questions... but please answer me these questions frankly from your experience or good knowledge.I will appreciate if anyone of you take your time and help me out.
You see, You have got a chance to help someone in need, but - will you?

Note: It does not really matter if you are a primary school teacher or not. I just need a sincere answer. I have mentioned "Preschool" because I am interested in this section.
